Missing episodes - 1980's

I've been trying to find the names and location of a couple episodes of
either the Twilight Zone or Outer Limits (1980's). Can anyone here help?
I looked at the DVD's for TZ and OL but couldn't find them. Maybe there
were in some other tv series?

1. Alien comes to Earth (like Klaatu in the original "The Day The Earth
Stood Still". He meets with the leaders of the world who tell him, "Ok,
we have achieved a world peace treaty - no more War". The alien responds,
"No, no. We wanted you to *make* war." The next scene the aliens bombard
the earth with death balloons.

2. Man wakes up in the future. Women seem to run it and can control
biology to make all kinds of clones, like a chimpanzee with superhuman
intelligence and fireflies who behave like pets. Then, the President and
his staff attempt to return to Earth in a space shuttle from time travel
after the nuclear war. The new Earthlings shoot him down.
